DOVER, Del. - The license of massage technician Robert Leech of Lewes has been temporarily suspended by Secretary of State Jeffrey Bullock following accusations that he engaged in unlawful and unwelcomed sexual conduct with clients, according according to the Division of Professional Regulation.
A complaint filed by the Department of Justice on Dec. 22 says Leech used his position "to impose unwelcome sexual acts" upon multiple clients. These included running his hands along clients' breasts and inner thighs and unnecessarily exposing parts of their bodies. At the time of writing, four people have filed reports with Delaware State Police for incidents that took place from 2020-2023.
The suspension order, signed on Dec. 29, says Leech has been a licensed massage technician since 2009 and operated a licensed massage establishment called Fusion Massage and Wellness, which was located on Westcoats Road in Lewes. He was also self-employed at Fusion Wellness and Spa, an unlicensed business operated behind a home on Bookhammer Landing Road in Lewes, according to the order.
Leech has been arrested for multiple counts of third degree unlawful sexual contact and one count of operating an unlicensed massage establishment. During his bail review hearing, Leech was released on his own recognizance and prohibited from operating a massage establishment without a license. His license has been temporarily suspended for 60 days, pending disciplinary hearings. Depending on hearing results, Leech's license could be revoked by the Board of Massage and Bodywork.
